SRG conducted a national survey
of all fifty states and several territories about boating experiences
in order to assist the U.S. Coast Guard in developing boating
safety policy. This project consisted of a mail-out survey of
12,500 registered boaters and a screening telephone survey of
over 50,000 citizens, with an objective of identifying and conducting
an in-depth interview of a random sample of 12,500 boaters who
do not own a boat (nonregistered boaters). Nonregistered boaters
were identified through a screening process in which telephone numbers are randomly
generated and called to determine if the number is a household, and then by asking
a series of screening questions to determine whether a nonregistered boater resided
in the household. If more than one potential respondent was identified, a random
sampling method was then used to choose the respondent who would be asked to
complete the survey. The incidence rate of finding the target population of nonregistered
boaters averaged 15%.
